  • A glimpse of new religious pandemic about to spread

A glimpse of new religious pandemic about to spread

India has seen religious sectarianism several times in the past from all sides of the religious divide; but, something that we are observing now is unprecedented. It is like the start of religious pandemic which is going to engulf the country sooner or later.

Just last week Madras high court ruled against any ban on the local Chariot festival to be conducted by the minority Hindu community in Perambalur district. The ruling is not so much important as the background of the case itself.

Perambalur district is small district in Tamil Nadu. This is not Muslim dominated. There are only around 6% Muslims there. There is a Muslim dominated locality at V Kalathur where Hindus had been organizing Chariot Festival every year till 2011. The Local muslims who are in Majority in the locality, had been objecting to the processing stating that the festival was against their religious sensibilities. The tension has been going on and the local administration had put lot of restrictions on the 3 day chariot festival since 2012. Last year, the Muslim community group objected to the procession in any form or fashion and in order to manage the situation, the local administration conducted a peace meeting between the local community leaders. After reaching no consensus in those meetings, the local administration imposed more restrictions on the festival against which the local Hindu group filed a petition in the High Court. The High Court finally ruled, that any form of restriction to such religious festivals were un acceptable

The High court ruling is least of importance

When I look at the entire history of the situation, the high court ruling is the least of importance. The question is how is it that in India there is a place where a group of people are stopped from celebrating their festival – be it Hindu, Muslim, Christian or any other faith. I tried to find if there are any such other instances in the country and I was shocked and surprised to find that this is not the first instance. There are several pockets in the country where Hindus have no freedom to anything. I was also shocked to find that Kashmiri pandit exodus had more to do with Muslim fundamentalism than terrorism.

Bengal has a village where Muslim law exists and no one is allowed to watch TV, watch music or video on phone and even touch any alcohol. There are hefty fines for each of these activities and this has to be followed by everyone in that village – be it of any faith4. Kerala has the village which runs on Shariat law and Muslim youth have been visiting ISIS from this village3. In Pumjab, just as late las last week, on the eve of Eid, the government declared Malerkotla as a district because this was a muslim dominated area of Sangrur District5

    The problem is Us

if anyone thinks, that Muslims are problem or the religious mullas are a problem, they are smoking weed. Think about the fact that in a country which has completely secular constitution, where we had Muslim Presidents, Vice Presidents and Chief Justice, if 6% Muslim population in a district start raising objection to a Hindu festival; what has governments and administrations have been doing to uphold the constitution? The shocking fact is that administration acquiesced to a demand by Muslims and restricted the festival. Should the responsible persons in the administration not be taken to task and punished for un-constitutional directives? How can the majority Hindu not see that this is the start of something which will expand like a virus and engulf their entire surrounding. Why the majority Hindu not punish the government in the next election cycle? Why does majority Hindu not take this as an issue in the election and make sure that the political class behaves?

Religious Pandemic growing faster than imagination

In the jungles, outside a tiny village Attikad in Neelambur district in Kerala, an entire settlement has set up to live in the ancient Arabian ambience. They have shunned modernity, taken to sheep and goat rearing, following complete sharia. District administration has put restriction on outsiders going there and publishing reports from there. Intelligence agencies are investigating their links to ISIS and their funding from outside.

It is no surprise that Prophet’s life and times are being replicated in India because this is the land where there is enough freedom to chose any faith and replicate un-hindered – in fact – supported by the local government and also at several times against the comforts of local majority Hindus.

Kerala government passed a law in 2018 giving individuals the right to be government by Muslim Personal law irrespective of their religious belief. Such callous government attitude towards social modernity is leading to emboldened religious fanaticism.

If we look at the Population demographics of the country, Assam, West Bengal and Kerala are three Hindu Majority states which have more than 20% Muslim population and there are two states where Muslims are Majority – J&K and Lakshdweep. If we look at the population growth rates between the last two published census data between 2001 and 2011, we find that the largest Muslim population growth has come from what are border states of Assam, Meghalaya, West Bengal, UP, Bihar, Jharkhand, Rajasthan and J&K. The lowest growth rates of Muslim, while still higher than that of the Hindus, are in the south. Tamil Nadu recording the lowest with 13.7 per cent followed by Kerala (15.9), Andhra Pradesh ( 17.9) and Karnataka (23). This is alarming on two accounts.

The bordering states are seeing a huge influx of refugees getting in to mainstream and getting counted as citizens. This is changing the demographics of bordering states drastically. The dynamics of electoral politics is such that there is a network of agents right from the lowest level to the highest levels which involves local MLA and MP who run the ID scam where these people start getting series of documents from one after the other and finally get the passport.

“In overall Assam, the total Hindu population growth rate is 13% whereas the Muslim population growth rate is above 29%. The growth at which Muslims are increasing is about 2.5 times that of the Hindu growth rate. Its nothing but a silent demographic invasion going on Assam. In 2004 Shri Prakash Jaiswal, Minister of state of home affairs has said that there are alone 50 lakh illegal Bangladeshi Infiltrators in Assam only out of a total of 2.61 lakh Assam population. this means that out of every 5 inhabitants of Assam 1 is an illegal infiltrator.” 6

33% of Assam districts are Muslim majority districts in Assam as per 2011 census and the overall population has been steadily increasing at an alarming rate.

It is just another 10 to 15 years and Assam is going to become a Muslim Majority state with a bordering Muslim country which can be used by any of our adversaries to foment problems and weaken our nation.

    Assam is just and Example

The country Muslims count for 20 per cent or more in 86 of its 675 districts. The 86 include 19 with a Muslim population over 50 per cent, 10 of these in Jammu and Kashmir and 6 in Assam 3 in Bengal. It will be worthwhile to look at the historical growth trend in these districts. However, taking the example of steady increase in Assam, the problem of Muslim majority districts in 20 years from now is a real possibility.

    NRC is an immediate need

We need to do a baseline of who is in and who is out of the citizenship gambit. It can not be kept an open ended mystery.

Digitization and strong process for document creation should be enforced.

Strong punishment and final deportation should be strictly enforced

  • Take the charge – My Commander

Take the charge – My Commander

The platoon fights for his commander. Be any decision – right or wrong – as long as the commander is with the platoon leading the charge, the soldiers never shy away from taking the bullet on their chest and never complain of any decision that the commander may have taken.

Dear Mr Modi, you had said, we are in the midst of a war and the citizens, frontline health workers, policemen all are our soldiers. The fight is on, the soldiers are fighting the battle to the last of their breath; but, you seem to be missing from the scene. Your lieutenants say that you are working 24 hours in the background to make things happen and would rather deliver to the nation than talk. Please understand, your presence at the battle scene brings the dying solider back to life. Let the experts do their job and hold them accountable. You please be with the country and talk to them.

While talking to people across different segments of the country, it is very clear that any good or bad of the country is associated with the prime minister. It is wrong on the part of the advisory coterie of BJP, those who media manage the image of PM, to think that they should shield the image of PM by associating the unfolding disaster to state governments and the local leadership and keep the image of PM intact. Otherwise, why a PM who is so fond of coming on media (not talking to them, but giving monologue), is conspicuous by his absence in this trying time when corpses are floating in the holiest of holy river of the world.

Health of people is a state subject, but not the health of entire country. When the health of entire country is at stake, when we are in the midst of a Pandemic which is global in nature and which has put the entire country’s existence at stake, states can not be asked to manage and control it. The virus does not know any boundary. Until the virus is out there even in the smallest and remotest of the corners of the country, the danger of it engulfing the entire country is real. This needs a national approach. No one will oppose the PM from declaring a national emergency and bringing Army to control major supply and distribution of essential items while you focus all your energies on getting entire country vaccinated in a defined time. This has been done in the past several times when election machinery reaches crores of citizens in a single day. What has happened now? Why this inaction?

Last year, Mr PM, you were seen leading the fight from the front. Lot of people thought that the measures taken were too harsh and could have been better calibrated, however in the end every one was with you and entire country gave you a thumbs-up for taking tough decisions and taking the country out of a potential catastrophe. Even those who were severely impacted were largely happy in the end because most of them found their lives safe and their livelihood returning back. One of the old lady that I spoke to last year had this to say, ” Modiji is an avtaar who has been sent on earth to bring back the ancient glory of Bharat”.

Why are you not seen to be leading the charge? Your minister Mr Javdekar has written a long article in the newspaper explaining all the things that your government has done to manage pandemic. Anyone reading it will make out that all that you have done in this regards is to send letters to state governments, sent central advisory teams to the states and create some working groups. Would you yourself think that that is enough? Do you think a karmyogi like you should become recluse meditating in your room? Arjun’s Gandeev is just a stick if it does not have enough arrows and if Arjun does not know how to use. Your arsenal is full of arms, ammunition, tact and strategies – please come out and stand with the people.

Please remember the lessons from history, most of big empires fell because the emperor was surrounded by favor givers and time seekers. I am sad to say Mr PM that when ever I talk to people, I get the same opinion that you are unblemished with pure intentions, but your advisors are inept. Please come out of the cocoon of your advisors who add no value to you. At this time in our country, do not be in illusion that you can only associated yourself with people’s pleasure and avoid the association with their misery. People are associating both with you because for them there is no one who can assuage them. You cannot shield yourself from taking the blame of the misery and anyone who is suggesting that is misleading you towards your downfall. There are tweets going around by your satraps saying that you are working 24 hours in your office. That is only damaging the credibility that you carry with your people.

Mr PM, you should come out with a plan of action. Let us forget all things that happened till yesterday. You should show action starting from today and show a roadmap towards those actions, clearly fix accountability and make that public so that every one knows their roles and responsibilities clearly. The country should focus on containing the virus at all cost. A national lockdown is an immediate necessity. Let essential service keep running with all COVID safe protocols. The wheels of the country can run in isolation. Let us examine the economic fall out of such lockdown and provide food and essentials for the country. Bring a massive national distribution system in place that should alleviate the immediate pain. In parallel drive massive mass immunization program. Create a roadmap and spruce up the supply chain. Ensure you are able to tap in to global supply chain and invest with whoever has capability to build production capacity for additional vaccine. Target to vaccinate entire population with 6 months with all the might at government’s disposal.

My only advice to my PM is that he should talk to the people more and not less in a time when they need him the most. The country is facing disaster of historical proportion and the worst part is they do not have any hope to look forward to. The leader that they have been looking forward to is not coming in front. No one to put a word of solace and show a ray of hope.

I can relay the to you the sense of despair people have by verbatim quoting the same old lady who considered you Avtaar few months ago. She said just last week, ” Bhagwan Ram also had to do prayashchit for his mistakes. Modiji still remains the hope for the country, but prayashchit is the decided by destiny. The country can wait for another ten years”.

Modiji, let your action be your prayaschit. Come and lead your country and lead to victory over the virus.

  • Revolution in Bengal – return of right in 200 years

Revolution in Bengal – return of right in 200 years

Many political pundits may already have noticed that the election results in Bengal last week was not only a simple election; but, it was a watershed turning point in the cultural history of Bengal. Bengal has turned full ideological circle from right to left and then again to right in last 200 years.

Far right nationalist movement of 19th century

When Britishers expanded their power by defeating the clout of Muslim rulers in Bengal, the aristocratic Hindus got a tactically favored slots and they were also quick to realize the importance of new learning coming from west. On the one hand this created a class of Hindu intelligentsia, while on the other hand it also created a wider ability to assert the richness and power of Hindu philosophical traditions. Be it advent of Arya Samaj, Brahma Samaj, Ramkrishna, Vivekanand or social reformers like Ram Mohan Roy. All of this was very forcefully expressed in Bankim Chandra’s novel Anandmath and which was able to take this Hindu nationalism to the masses of Bengal. In summary the nationalism of Bengali Bhadralok was a rise of Hindu nationalism against the oppression of Muslim rulers.

    Communist Movement of 20th Century

The first seed of communist thought in India was sown in Bombay ( province) when S.A. Dange set up a small press and a library in 1920 to publish and distribute Marxist literature in the country. During 1920 to 1924 and even during the strict British repression against communists, small groups aligned to communist thought proliferated all through 20s to 40s. It was in 1924 when few of the old comrades started communist party of India ( CPI) in Kanpur. Most part of 20s and 30s of last century, the communists were banned from operations and the members were haunted by the police. It was during the second world war that communists were released. It was this time when British policy of diverting all resources to western front lead to a famine of calamity scale in Bengal and millions died due to hunger. This is the time when Communist party were able to get inroads in to the peasantry and larger masses. This is the time which helped them become a political force in Bengal which culminated in to a full political movement during 60s and finally they came to power in early 70s with Jyoti Basu as the Chief Minister. The rise of communist ideology in Bengal was also a consequence of proliferation of such movements in other parts of the country like Kerala and Tamil Nadu.

    Return to the past

Recent elections result reveals that Bengal has already dialed back in time. Bengali intelligentsia has completely shunned the left and centrist ideology and also moved towards a right of centre position. BJP’s nationalist agenda is very clear a vote for right wing ideology. TMC has emerged as a reaction to the leftist and centrist ideology and has tried to create a regional ideology which is somewhere based on regional identity. Part of the reason for emergence of BJP in Bengal has been a reaction against ultra left and centrist ideology which allowed consistent Muslim appeasement and Muslim vote bank politics. Several districts bordering Bangladesh has seen significant change in the religious demography. BJP has been quick to mobilize and galvanize support around these resentments.

TMC will have to do fine-balancing between its Muslim voters and larger Hindu population

The dial has already started moving towards right. The time is ticking. The portraits on the walls have changed from Marx/Lenin, M N Roy to Rabindranath, Vivekananda, Paramhansa and also to Bankimchandra. The aspirations to rekindle the old glory and call for revival of glorious past has been out. Generations of Bengalis have learnt the first alphabet using Iswarchandra Vidyasagar’s Varna parichaya; the same people are now reading the books contemplating about ancient glory. Hindutwa revivalism is on the horizon in Bengal. The land reforms and factory movements are no more relevant. The increasing appeasement of Muslims coupled with politically supported demographic engineering through immigration is creating lot of discontent among the masses. They are trying to find the solution once again in the glorious past and the teachings of Bengal renaissance leaders.

TMC will not be able to stay aloof from this and they will have to adjust to this new reality. The thumping majority achieved due to complete support from Muslims will create its own dilemma for them. Only time will tell where will the equilibrium lie. One thing is certain however, the society is looking forward to some turbulent times ahead.

  • Stop tampering with the COVID data if you want to control it

Stop tampering with the COVID data if you want to control it

Indian COVID 19 infection numbers went down last couple of days below 4 lakh but again reached well above 4 lakh today on 6th May. But, how credible are these numbers? Some of the states have a test positivity rate of 50% which simply means that governments are not testing enough. In absence of in-adequate testing, there is no enough data regarding the extent of spread and nature of this virus. In addition, a question stares on our face as to how are we going to design any strategy to control the disease if we do not know the extent of it?

The data does not tally up

I have read many accounts from both Indian and foreign media about how the data is not reported. They are mostly the ground reports from the cremation places or from the hospital deaths or from many other sources. I do not have any such survey access, but I tried to use some data correlation. And, it simply does not tally up.

Population of Delhi is 2 crore. Crude natural death rate for Delhi is 3.3 per thousand. That means in normal circumstances, when there is no COVID, 66000 people die in Delhi every year which implies a daily death of 180. This includes all religions using different modes of last rites. I don’t want to go in to the details of how many for which religion. My assertion is that In Delhi, all crematoriums and burials have the capacity to cater to this number of death daily and there is hardly any waiting time. In addition, in normal circumstances, there is no turn around time for completing the last rites. People are relaxed with all their cremation rituals that they do.

What is happening now. We have crematoriums working 24 hours and the waiting times are 4 to 8 times for the corpses to be burnt. In addition, at several places, the capacity of these crematoriums have been increased by expanding the areas of parking and other adjoining lands. This means, the throughput of the system has increased to an extent that even after the capacity has been increased ( by increasing number of burning areas or increasing number of burial places and reducing the turn around time per cremation/last rite), the waiting time for completing the last rites has increased 3 to 4 times. These statistics simply suggest that the total number of deaths happening is far more than 180 per day. for a 50 to 60 % rise in the number of deaths, the system will not be overwhelmed and the waiting time will not increase by 3 to 4 times. If we model this in queueing theory model, the numbers will be several times of the daily normal average. I do not want to make this a mathematical problem solving article so staying away from going any further in explanation. The only thing I would like to conclude is that Government’s assertion that there are only about 350 deaths in Delhi does not reconcile.

Data tampering creates mistrust in the system

People at the ground and those who are returning from the cremation or burial areas do not need the knowledge of queueing theory to know that the death numbers are very high. The may not know how high, but; the misery all around will only force them to think and assume the worst. If they can not look at the government for the truth, they will only start believing on rumors. It is in government’s interest to keep the system honest by publishing the true figures. We are not at war with another country where we have to manage our tactical positioning by controlling the spread of casualty numbers. We are at war with an enemy which feeds on negligence and complacency. Accurate information is the biggest weapon with the government to enforce appropriate behavior among people. If the data is questionable, the orders which are based on these questionable data will also receive cold response.

Only Truth – however hard it may be, always helps in finding a right path towards the solution for the situatiom.

  • Bengal Election is the best outcome for country

Bengal Election is the best outcome for country

Bengal election is bringing unexplained joy to me. As a long term BJP supporter, I am a bit messed up in my emotions.

India has never been such a land of contrast and in-consistencies as it is today. There is a raging pandemic all around, while there is swarm of humanity flocking around electioneering leaders in state and local government elections. While on one hand there are long queues of corpses outside crematoriums and cemeteries, there are herds of hermits congregating for religious festivals. All of this happens while governments keep mandating rules of social distancing and face masking.

The government professes itself to be for the poor and by the poor and the same government evacuates thousands of people from pandemic infested Wuhan in China. The government forgets the difference between an evacuation from war torn country and an evacuation from a disease infested country. No country does an evacuation of handful of its citizens at the cost of entire population. Some of the reasons of spread of virus in India were also these flights which brought infected citizens from overseas – some of whom were able to sneak into the population due to poorly controlled quarantine system. The irony does not stop here. The same government brands these flights as “bande bharat” flights and creates an euphoria of nationalism – and; alas !!! the entire country applauds the efforts. What a contrast !!

So, what has these things related to my unexplained joy at Bengal election results? May be, I am also inconsistent in my thoughts, coming from the same stock of humanity. But, when I introspect a bit deeper, I realize that the Bengal election has given this BJP government at the centre a dipstick test of how far it is from loosing its credibility with the people completely. This is my government and I had supported and voted for this government. I still feel that the ideologies and policies of this party is best suited for the country; but, as they say, ” Power distorts and absolute Power distorts completely”. This government was getting distorted from its agenda. This was becoming too power hungry and away from the realities and pains of people. This was all because there is no credible opposition and it needed one for sure. Bengal election has given this government an opposition.

In last one year the government at the centre has lost lot of credibility. There was a day when the PM was treated as supreme leader of the country and at one single call the entire country did ” Tali and Thali and Deepawali”. That credibility is simply missing and if the PM were to raise any such slogan today, I am sure, that will bring out the hard truth. This Bengal election is a wake up call for the PM who thought, he should destroy all opposition from the country to rule un-hindered. This is one part of explanation to the joy that I am feeling from the results. The other part is my long term RSS association which clearly puts national interest at the top. At this time, when entire world is fighting a war against the un-known, you should not have raised an internal war of democracy. These elections could be postponed for 6 months to a year under the constitutional provisions. Focus on getting the mass vaccination come to a conclusion and then go for all kinds of elections. There was no hurry for these elections to be conducted. Please do not tell me that it was Election Commission.

I hope my prime minister has introspected now and is ready to do a course correction. The country still has a lot of faith on him – however the blind following would have definitely gone down. Please remember, Mr PM, every death in the country is being attributed or linked to your actions and your in-actions. So both in actions or in in-action, you are the people’s Messiah against this virus. Their joys are attributed to you as much as their pains – and at this time, the pain is much more than their pleasure.

Much is not lost yet. The PM has to figure out how to re-gain that confidence with the people. One of the immediate step in that direction can be to establish some accountability with people. His lieutenants have failed in assessing the situation and have misguided him. There is a need to establish responsibility and actions need to be taken.

In conclusion, I want to make one comment. This raging pandemic is like goddess Kali – enraged and angry. She always needs a sacrifice to calm down. This time also, she is asking for the sacrifice. Hello My PM; you have to decide, who is that sacrifice – otherwise you are going to be the sacrifice.

  • Governance without scientific sense

    Governance without scientific sense

Prime Minister Modi had in one his very first speeches spoke about “Minimum Government, Maximum Governance” as the motto of his team. However, one thing became evident in his national address yesterday on COVID situation is that in an effort towards getting the balance between governance and government, his team has lost scientific approach to governance completely. A little close and wider analysis will show that it is not only the central government, but entire governance mechanism in India is far away from any scientific approach.

let me go back to last year same time. The COVID crises was knocking at our doors and travelers from all over the world were carrying the pathogen in their breath and lungs and lot of them getting past the airport screening un-detected. We knew at that time that this was a virus coming from outside and there are limited number of international entry points in the country. World over, countries increased surveillance at the airport, set up testing centers and additional checks. They also set up additional airport quarantine facilities so that the entry of virus is curbed and checked. In addition elaborate testing, contact tracing and isolation strategy at that time were also set up. India also created the airport checks, testing, contact tracing and isolation strategy, but when they looked at increasing graph of numbers, the government announced a national lockdown. the logic behind the lockdown was to stop any transmission and give government the time for preparation till any vaccine arrives on the horizon. People supported Modi governments’ decision and his and it was an unprecedented situation when one day Junta curfew was super successful.

Over next two months, people endured pain, huger, helplessness, misery, isolation and all types of curbs on their freedom, but they lauded the Prime Minister and the leadership who was determined to defeat the virus. lo-and-behold, the virus was defeated in January when PM Modi spoke at 18th convocation of Tezpur university ( https://timesofindia.indiatimes.com/home/education/news/pm-modi-cherishes-indias-dual-victory-over-covid-19-and-australia-praise-young-india/articleshow/80402121.cms) and declared a victory over virus.

Was it too early to declare a victory? Mr Modi is our commander-in-chief in this fight against the virus. He lead us from front and shown to the world that ” India has arrived” and that ” We can do it” . Where are we now just 3 months from that day in January when we declared victory over Corona. We are found to be un-prepared, dying like fleece, our guards are down and no where to go. The Commander-in-Chief seems to have declared that this time it is the commanders in the respective territories who have to manage their fight.

it is such a tragic state and in all likelihood, the worst is still to unfold.

Can we hold one person, one party or one group responsible for this? I Don’t know. In democracy, people get the leaders they ask for and more specifically they deserve. If we look at last one year, the entire COVID response both from the government and the people at large seemed to be based on whims and dogmas, and completely away from any scientific understanding of data and logic. This is one thing which is symptomatic of the general masses in our sub-continent – and the government is not away from it.

The first case in India was reported on 30th of January 2020. The government of India proactively started screening travelers at the airports and also stated assessing the situation elsewhere in the world. There was no previous precedence to take any drastic action or any other pro-active measure at that point of time except for assessing the readiness of health infrastructure. By February, crises started unfolding elsewhere in China and Europe, and the reports of human misery became evident. Indian government did not have any experience of managing such large scale nationwide pandemic because there was no such incident in independent India. By March it was evident that India was not far from a large scale spread of the virus and there was a need to take proactive and reactive measures. So, it is a full year now and I want to assess if our government, our people and society at large have learnt any lessons from it.

First thing in this case was to realize that as a country we did not have capability to manage a large scale infectious disease pandemic of this nature. Do we have centers of excellence for epidemiological research and do we have experts who could provide with expert knowledge? We don’t. Do we have centers of Virology and deep expertise in that field? Probably some. People question me on this, but when I looked at how many Genome mapping facility are there in India, the picture becomes clear. There are only 10 Genome sequencing facilities in India of a population of 1.2 billion. That also the government turned to the importance of genome sequence of virus in December 2020 1. In any war, early intelligence is the key to success and in this war, identifying the genome sequence and finding out the nature, source and emerging mutation of virus is critical to the fight against virus. In Australia (although the case numbers are low) almost all positive cases are sequenced 2, In India, on the other hand, miniscule numbers are sequenced. I am not sure, if the genome mapping information forms part of our strategy against this disease.

So the question is, did we start any initiative to build this capability? Did we start any centre of excellence for research on epidemiology and Virology? Did we allocate money to set up genome sequencing facility networks? The answer is NO. There are 10 labs who have been working on their own initiative to map the variants. There was no government initiative till December when the government allocated these 10 labs as dedicated for genome mapping. All said, are we now sequencing enough samples to find the spread and mutation of virus? Scientists say – NO, it is just a lip service of what is needed. Normally we should be sequencing about 5% of positive cases, but we are sequencing in few hundreds3.

The obvious thought comes, how are governments taking decisions? Where is the expertise? Do they have experts and are these experts regularly consulted? Do these experts have enough data and intelligence to infer, conclude and recommend?

Every government in India, be it central or state, has set up a task force. The information is widely available on the internet and no need to go into any further details on this. The question is, are these task force allowed to operate independently to gather and analyze data? The sanctity of data is another serious casualty in this pandemic. We all know that the numbers reported by government and media is questionable because most of us will have their known persons who had COVID and who did not go for testing, or privately tested and did not report to avoid the irritants from bureaucracy. Secondly, there are serious disconnect reported between the COVID death numbers and the numbers at crematoriums and cemeteries and there are multiple investigations pointing towards questionable data being reported 4. The big question is how are these experts helping decision making? No doubt, they were blind sighted when the second wave, probably with the double mutant started spelling doom everywhere.

Let us come to the big question of who should decide and who actually decides restrictions and lockdowns? I must say that if I claim to know this answer, I will be a fool. But, let us guess what could be the answer.

Most of the countries that I have been following, there is a head of what we call as public health. In Australia we have Chief Medical Officer(CMO) at the federal government and also Chief Medical Officers at all the state governments. These CMO have overriding powers as most of the states have declared health emergency. Every time the Prime Minister or the premiers of states come to announce something related to COVID, the major decision are announced by the political leaders and explained by the CMO. These announcements are made along with the medical experts so that citizens know the ownership of the advice. They also know that the decisions have been taken by experts and these experts can be held accountable for their suggestions and decisions. The decisions and the rationale are then out in the public among the expert groups for wider scrutiny and debate.

The second most important aspect of decision making in these countries is the independence and autonomy of expert advisory. Take the example of Dr Anthony Fauci who has had his love-hate relationship with Trump, but he was unscathed and remained steadfast in his opinions and advice. Here in Australia also, Dr Jannet Young is chief medical officer of Queensland and she is in front of the media anytime there is any COVID-19 related information is shared with the citizens. They are held accountable for the decisions and that is why they have the independence of their views also.

Now let us look our Indian scenario. First lockdown was announced end of March 2020 for 3 weeks. It was announced at 8 PM in the night to start at mid-night the same day. There was no warning and no prior information of any sort. It was announced by The Prime Minister, all alone in a single telecast. No one had an opportunity to ask any question. What was the basis of that announcement, why was it done with just 4 hours notice, etc etc. Was enough preparation done for such a lockdown? What were the exceptions? At any point of time, at least 3 to 5% of population remains outside their homes. How logical it was to keep such a large population locked out of their homes for such a long time. How are these mobile folks going to manage to return to their homes? One of my friends was holidaying at that time in North India and he got stuck in Jaipur with no hotels closed, no food outlets open and no public transport to search for food. This is just an example from my experience, but on a national scale, such cases must be in millions. People follow the decisions when they feel that the decision has been taken with right intent. In public forums, the intent has to be shown through showcase of expertise and independence. In case of India, there was no way to believe that the experts were consulted and if anything goes wrong, there is an accountability with those experts. What followed was a brutal enforcement and massive humanitarian crises.

All through September 2020 till March 2021, the government gave entire population a feeling that everything was all good and the risk has reduced. Leaders after leaders announced victory over corona. While governments went on with business-as-usual with massive elections at state and local levels and religious festivals, people responded in a similar manner with marriages, birthdays, Diwali and Holi. Government did not think that it is a war within the borders and just like you do not let the guards down during peace time, you should not let the guards down here also. The surveillance and intelligence gathering, the genomic mapping of cases for any mutant variants should have continued, ,but nothing was done. Government had said that Lockdown gave it that crucial breathing space to build health infrastructure and embark on a rapid vaccination. There is no evidence of any such Infrastructure. No data on how many new hospitals have been created, no data on how many new medical colleges have been started and no data on how many new pharma research, virology institute, epidemiological centers have been opened.

In the current time, when the virus is spreading like wild fire and the community transmission is rampant in every nook and corner of the country, the government is saying that Lockdown is not the solution and it should be micro-containment strategy that state governments should follow. Several experts and strategists proclaim that a lockdown is needed. Cities are deserted with fear and scare and there is automatic silence on the streets. This is the time when a national lockdown will be able to break the chain and give a breather. But, national government is scared of taking the command of response in its own hand fearing similar fall out from last year. I think, government is in a better position to enforce a smooth and painless lockdown this time given that it has experience from the past. If a medicine has side-effects, but that is the only medicine available, you can not priorities those side effects over treatment – you will rather manage the side effects and administer the pill.

In a nutshell, a government which shy from realizing that governance can not be done without expertise in the relevant fields will only manage things on media and with lip services. The current pandemic is a result of a bigger pandemic that our country has been facing since long – and that is the lack of scientific approach to problems across all layers of governance.
