Jharkhand Government – well-meaning policies: wait for results

Hemant Soren has been the Chief Minister of Jharkhand since July 2019. It is time to take a stock of what has gone well and what has not. During his four years in office, he has made significant progress on a number of fronts. Some of sectoral schemes, although they have yet to achieve full potential, are very promising. 

Education: The government has launched a number of initiatives to improve the quality of education in the state,

    • CM Sarthi Yojana – According to the Jharkhand government, over 10,000 students have so far benefited from the CM Sarthi Yojana. The scheme was launched in 2022 and provides free coaching to students from marginalized communities for competitive exams such as JEE and NEET.

      • The scheme has been well-received by students and their families. Many students have been able to crack competitive exams and secure admission into top colleges and universities. The scheme has also helped to improve the educational attainment of students from marginalized communities.

      • The CM Sarthi Yojana is a laudable initiative by the Jharkhand government. It is helping to level the playing field for students from marginalized communities and giving them a chance to succeed in life.

  • Guruji Credit Card Yojana

The Guruji Credit Card Yojana is a scheme launched by the Jharkhand government in 2023 to provide loans to students from marginalized communities for higher education. The scheme offers loans of up to Rs. 10 lakh to students for pursuing undergraduate, postgraduate, and professional courses.

The scheme is open to students from all marginalized communities, including Scheduled Tribes, Scheduled Castes, Other Backward Classes, and Minorities. Students must have a domicile certificate of Jharkhand and must have secured at least 50% marks in their previous examination.

The loans are disbursed through partner banks and are repaid at a concessional interest rate of 4%. The repayment period is up to 15 years.

    1. Jharkhand Industrial Park & Logistics Policy: This policy aims to attract investments in the state and create jobs. It offers a range of incentives to investors, including tax breaks, land subsidies, and infrastructure support.

      • According to the Jharkhand government, the Jharkhand Industrial Park and Logistics Policy has attracted investments of over Rs 10,000 crore in the state. This includes investments from companies such as Tata Steel, JSW Steel, and Adani Group.

      • The policy was launched in October 2022 and offers a range of incentives to investors, including tax breaks, land subsidies, and infrastructure support. It also aims to promote the development of industrial parks and logistic hubs in the state.

Electronic Vehicles Policy: This policy aims to promote the adoption of electric vehicles in the state. It offers a range of incentives to buyers and manufacturers of electric vehicles.

    1. The Policy was announced by the Government of Jharkhand on October, 2022. The policy aims to promote the adoption of electric vehicles in the state and make Jharkhand a leader in the EV sector. The policy offers a range of incentives to buyers of electric vehicles, Subsidies on the purchase price of electric vehicles:
        • Two-wheelers: Rs. 10,000

        • Three-wheelers: Rs. 30,000

        • Four-wheelers: Rs. 1,50,000
        • In addition there are following exemptions

        • Exemption from road tax and registration fees

        • Free parking at government parking lots

        • Priority charging slots at public charging stations
    • The policy also offers incentives to manufacturers of electric vehicles, including:

        • Land subsidies for setting up EV manufacturing plants

        • Capital subsidies for setting up EV charging infrastructure

        • Purchase tax exemption on raw materials used in EV manufacturing

The Jharkhand government has set a target of having 10% of all vehicles in the state be electric by 2025. The government has also said that it will invest Rs. 1,000 crore in developing EV infrastructure in the state over the next five years.

    • As of September 2023, there are over 10,000 electric vehicles running in Jharkhand. The majority of these vehicles are two-wheelers and three-wheelers. However, the number of electric four-wheelers is also increasing rapidly.
    • The Jharkhand Electric Vehicle Policy is expected to boost the adoption of electric vehicles in the state and make Jharkhand a leader in the EV sector. The incentives offered by the policy are attractive and are likely to encourage more people to buy electric vehicles. The government’s investment in EV infrastructure will also make it easier for people to charge their electric vehicles.

Jharkhand Ethanol Production Promotion Policy: This policy aims to promote the production of ethanol in the state. It offers a range of incentives to ethanol producers, including land subsidies and tax breaks. The policy aims to promote the production of ethanol in the state and make Jharkhand a leader in the ethanol sector.

    • Subsidies on the capital cost of setting up ethanol distilleries
    • Interest subsidies on loans taken for setting up ethanol distilleries

The policy also aims to promote the use of ethanol in blending with petrol. The government has set a target of blending 20% ethanol with petrol by 2025.

As of September 2023, over 20 companies have expressed interest in setting up ethanol production units in Jharkhand. The total investment proposed by these companies is over Rs. 5,000 crore.

Jharkhand’s current ethanol production is around 50 million liters per year. The state government has set a target of increasing ethanol production to 500 million liters per year by 2026 and 1,000 million liters per year by 2030.

Agriculture: The government has launched a number of initiatives to improve the condition of farmers in the state, such as the Jharkhand Farmers’ Loan Waiver Scheme, which waived off loans of over 10 lakh farmers, and the Jharkhand Farmers’ Income Support Scheme, which provides financial assistance to farmers.

Welfare: The government has launched a number of welfare schemes for the poor and vulnerable people in the state, such as the Jharkhand Food Security Scheme, which provides subsidized food to poor people, and the Jharkhand Social Security Pension Scheme, which provides pension to elderly people, widows, and disabled people.

In addition to these achievements, the Jharkhand government has also made significant progress on a number of other fronts, such as environment protection, women empowerment, and skill development.

The government’s achievements have been well-received by the people of Jharkhand. The government has been praised for its commitment to social justice and its focus on improving the lives of the poor and vulnerable people in the state.
